Sir,

I am directed by the President of the Council to say that Mr. Parkin's letter (53611/4/42) of May 21 about the registration in the Medical Register kept by the Council of students of the University of Hong Kong who qualify after going through courses of study and examinations in Free China has been carefully considered by the Executive Committee of the Council, and that the Committee will be prepared to continue the recognition under section 13 of the Medical Act, 1886, of degrees granted by the University under a scheme on the lines proposed in paragraph 3 of the Department's letter, provided that information is furnished to the Committee by which they are satisfied that the methods of examinations of students of the University held in Free China, and the standards of proficiency required from candidates at such examinations, are such as to furnish a sufficient guarantee of the possession of the requisite knowledge and skill for the efficient practice of medicine, surgery, and midwifery.

A copy of this letter is enclosed for transmission to the Foreign Office.
